Export operation procedure of chemical and dangerous goods by sea

A booking
Before booking the space, please fax the following 3 documents to our company 10 working days in advance:
1. Shipping letter;
2. Dangerous goods packaging and use appraisal result sheet;
3. Technical specifications for packing dangerous goods;
4. Material Safety Data Sheet (MSDS)
Note 1: the name of goods in Chinese and English, chemical molecular formula, box type, dangerous goods CLASS (NO.), UN dangerous goods code (NO.
Note 2: non-dangerous goods: made by the chemical research institute (certificate of goods transportation conditions), which is determined as non-dangerous goods. 2, dangerous goods: chemical research institute to do goods transport conditions assessment;
Note 3: if transhipment is involved, it is necessary to confirm with the shipping company whether the transhipment port is restricted;
Ii. Provide declaration materials
Provide the original documents related to cargo declaration 7 working days in advance:
1. Dangerous goods packaging and use appraisal result sheet, note: different product names shall correspond one to one;
2. Technical specifications for packing dangerous goods;
Note 1: according to the above documents, and in accordance with the correct data, product name, container type and so on, the maritime bureau to declare the goods, and then according to the cargo declaration form and packing certificate and other shipping company to ship declaration.
Note 2: issued by the Marine bureau: 1. 2. Issue 3 original cargo declaration forms; A copy of the Marine bureau; A copy of the forwarder kept; A copy of the ship's declaration;
1. Return two container declaration forms to the warehouse (fleet) to arrange packing. 2. Copy of the result of dangerous goods packaging inspection (certificate of entry) with the official seal shall be sent to the warehouse (motorcade) and arranged to enter the port; 3
1. One original cargo declaration form shall be submitted to the shipping agent (the declaration form shall indicate the number of customs declaration, container number, net weight and seal number) (it shall be submitted to the shipping agent 48 hours in advance in overseas countries)
Provide customs declaration materials
Provide the original documents of export declaration 3 days in advance:
1. Verification sheet;
2. Invoices;
3. Packing list;
4. Power of attorney for customs declaration;
5. Export declaration;
6. Description of the goods (the shipper shall provide a written description of the purpose and characteristics of the goods);
Note 1: according to the above documents, and according to the goods declaration form, box seal number, etc.
Note 2: in addition to the above documents, the handling of temporary import and export shall also provide a description of the situation of temporary import and export goods. If there is a deposit receipt, it shall also be provided.
Vi. Loading into port:
Since dangerous goods are shipped by ship, they are usually packed in containers before the ship leaves.
There are two ways of packing:
1. The consignor shall deliver the goods to the dangerous goods warehouse for loading, and the consignor shall deliver the goods to the dangerous goods warehouse designated by the forwarder company within 3 days before the ship leaves;
2, to the factory packing, the owner of the goods need to prepare the goods in advance, the goods must be packed in the container around the big danger label, if the loaded goods once leakage will cause Marine pollution, also need to be labeled Marine pollution, at the same time take photos for evidence;
Note 1 all trailers or contents of dangerous goods must use vehicles qualified for dangerous goods transportation, and the cost shall be calculated according to the grade.
Note 2: the deadline for goods declaration is 48 hours before the ship departure, so boxes must be submitted before this time.
Note 3: the container seal number should be provided at the same time of goods declaration, so the container must be submitted before this time.
The confirmation of b/l shall be provided to the shipper for confirmation two days prior to the departure of the vessel.

化工品及危险品海运出口操作流程
一、订舱
在订舱前，需要提前10工作日将以下3份文件传真到我司:
1、 海运托书；
2、 危险品包装使用鉴定结果单；
3、 包装危险货物技术说明书；
4、 Material Safety Data Sheet（MSDS）
注1：托书上注明中英文品名、化学分子式、箱型、危险品级别（CLASS NO.）、联合国危险品编码( UN NO.)、货物包装、以及特殊要求，以方便申请舱位和危险品申报；
注2：非危险品：化工研究院做（货物运输条件鉴定书），确定为非危险品。 2、危险品：化工研究院做货物运输条件鉴定书；
注3：如果涉及到转运，需要向船公司确认中转港是否有限制；
二、提供申报资料
提前7个工作日提供货物的申报相关资料正本：
1、 危险品包装使用鉴定结果单，注：不同品名应一一对应；
2、 包装危险货物技术说明书；
注1：根据以上单据，并按照正确的数据、品名、箱型等到海事局进行货申报，然后再根据货申报单和装箱证明书等送船公司进行船申报。
注2: 海事局签发： 1、一份箱申报单海事局留底； 2、签发3份正本货申报单；一份海事局留底； 一份货代留底；一份进行船申报；
三、仓库： 1、退回两张箱申报单给仓库（车队）安排装箱。 2、危险品包装鉴定结果单复印件（进港证） 加盖公章交给仓库（车队），安排进港 3、仓库装箱证明书
四、船申报（船代来完成）： 1、一份正本货申报单交给船代 （申报单上注明关单号，箱号，净重，封号） （近洋提前48小时安排交给船代） 2、仓库装箱证明书复印件
五、提供报关资料
提前3天提供出口报关相关资料正本：
1、 核销单；
2、 发票；
3、 装箱单；
4、 报关委托单；
5、 出口报关单；
6、 货物的情况说明书（出货人需书面介绍此货的用途，以及具有的特性等）；
注1：根据以上单据，并根据货申报单、箱封号等进行报关。
注2：暂时进出口的办理，除以上单据外还需提供针对暂时进出口货物的情况说明，如有保证金收据也需提供。
六、装箱进港：
由于危险品是船边直装，所以一般是在船开前装箱。
装箱分两种方式：
1、 货主自行送货至危险品仓库内装，货主需在船开前3天内把货物送到货代公司指定的危险品仓库；
2、 到工厂装箱，货主需提前准备好货物，货物装箱后一定要在集装箱的四周贴上大危标，如果所装的货物一旦泻漏会对海洋造成污染的话，还需要贴上海洋污染标记，同时拍照取证；
注1：危险品的拖车或者内装都必须使用具有危险品运输资格的车队，费用按照等级来计算。
注2：货申报截止时间为开船前48小时，所以必须在此时间前提出箱子。
注3：截止货申报同时要提供箱封号的，所以必须在此时间前提出箱子。
七、提单确认件将在船开前二天提供给出货人确认。
